I've taken my heatsink off my processor and the thermal compound has all dried up. Will it be ok to scrape off the dried compound, apply some fresh, and refit the heatsink?

I understand that dried compound still works, but I have plenty here and would like to replace it as my PC doesn't seem to be running as fast and I'm getting the odd frozen screen lately.

the dried compound works as long as it's kept assembled. Once you've uninstalled the heatsink, you need new thermal compound. I suggest that your remove traces of old thermal compound using rubbing alcohol or acetone (nailpolish remover) and apply new compound.
