My friend has an NC/X6110 - HP notebook
The actual processor speed is 1.6Ghz
We have installed additional memory of 1Ghz (512 MB (integrated) +512MB additional)
The processor speed was detected as half the actual processor speed
We updated intel chipset drivers-initially after a restart the actual pro speed was detected under system properties , sys info & BIOS
To test it further we removed the additional memory, Guess what - the pro speed reduced to half the actual speed
So we reinstalled additional memory & tried with another new memory to check if it is the fault with memory- NO GO
The processor speed is half the actual pro speed- 800MHz

make sure you have it plugged in(not on battery), check your power management settings, cpu probably has speedstep, it slows down on battery power.
